You can find all the license information in the installation itself.

CentOS Linux is a redistribution of many thousands of software packages that are governed by their own licenses.

The permission you look for is covered by those licenses.

CentOS Linux does have an end user license agreement (EULA) included that you can view here:

http://mirror.centos.org/centos/7/os/x86_64/EULA

The GPLv2 license referred there is this license:

https://www.gnu.org/licenses/old-licenses/gpl-2.0.en.html
